華潤電力五間房項目2×660MW超超臨界燃煤機組進口四大管道招標(biāo)公告

中國水利電力物資集團有限公司受業(yè)主委托采用國際公開招標(biāo)方式（一步開標(biāo)）公開邀請符合要求的制造企業(yè)或被指定的唯一代理商（以下簡稱“投標(biāo)人”）就下列貨物提交密封的有競爭性的投標(biāo)文件。

CWEME adopts a competitive international bidding (one-step) to invite qualified manufacturers or appointed sole agencies (Hereinafter referred to as "bidders") to offer competitive sealed bidding documents for the following goods.

1．招標(biāo)內(nèi)容：

Contents:

華潤電力五間房項目2×660MW超超臨界燃煤機組進口四大管道招標(biāo)，具體規(guī)格數(shù)量詳見招標(biāo)文件。

The import four major pipes for China Resources Wujianfang 2*660MW Ultra-supercritical coal-fired project shall be purchased by bidding. Details are set forth in the bidding document.

2．合格投標(biāo)人：

Qualified bidders:

（1）投標(biāo)人應(yīng)來自中華人民共和國或是與中華人民共和國有正常貿(mào)易往來的并相互享有最惠國待遇的國家或地區(qū)。

Bidders should be from the People's Republic of China or the countries or regions which have a normal trade and enjoy the MFN treatment with the People's Republic of China.

（2）投標(biāo)人不得直接或間接地與本次招標(biāo)項目最終用戶為該項目貨物進行設(shè)計、編制規(guī)范和其他文件所委托的咨詢公司或其附屬機構(gòu)有任何關(guān)聯(lián)。

Bidders shall not, directly or indirectly, have any relevance with the consulting firms or its subsidiary bodies which commissioned by the project end-users of the goods for bidding to design, prepare specifications and other documents.

（3）投標(biāo)人應(yīng)在法律上和財務(wù)上獨立、合法運作。

Bidders should be independent in law and financial affairs and operating legally.

（4）投標(biāo)人應(yīng)具有良好的商業(yè)信譽，沒有處于被責(zé)令停業(yè)，財產(chǎn)被接管、凍結(jié)，破產(chǎn)狀態(tài)。

Bidders should have a good commercial credit without having been ordered to rectify business, take over, frozen account or bankrupt.

（5）投標(biāo)人應(yīng)有超超臨界600MW及以上等級機組同類型的訂貨、生產(chǎn)和運行業(yè)績，從2011年1月1日起至2015年12月31日止，投運業(yè)績不少于3個電廠。

Bidders should provide ultra-supercritical 600MW or above level achievements of order, manufacturing or operation from January 1, 2011 to 31 December 2015.The operation achievements should be no less than three power plants.

（6）投標(biāo)人必須為國外制造廠商或國外制造廠商的國外總代理商，并出具生產(chǎn)商的授權(quán)書。

Bidders must be from foreign producer or its exclusive agency; it should show the original of letter of authority from the manufacturer.

3.招標(biāo)人可以在以下時間地點獲取招標(biāo)文件：

Bidders can obtain the bidding document in the following date and address:

時間：2016年1月9日起至1月15日，9:00-17:00

地點：北京市石景山區(qū)銀河大街6號院1號樓A1座1203室

Date: 9:00-17:00 from 2016-1-10 to 2016-1-16 (holidays excluded)

Address: Room 1203, Tower A1，Building 1，No 6 Yard，Yinhe Street, Shijingshan District, Beijing.

4．開標(biāo)時間：2016年1月29日 10:00時（北京時間），地點待定。所有投標(biāo)書應(yīng)于2016年1月28日10:00時（北京時間）前遞交指定地點。屆時請投標(biāo)人代表出席開標(biāo)儀式。

The bid will be opened at the ordered place at 10 am, JAN.28th, 2016 (Beijing Time). All the bidding documents should be present to the order place (Beijing Time). We sincerely invite the bidders to attend the bid opening.
